[nsd-users] Why doesn't UDP cause UDP?

In my nsd.conf file, I have:
allow-notify: 184.108.40.206 NOKEY
request-xfr: UDP 220.127.116.11 NOKEY
Yet in the log, I see:
 nsd: error: Could not tcp connect to 18.104.22.168: Operation timed out
I see the same thing if I remove the "UDP", but my real question is: why is NSD trying over TCP if I specified UDP?
